At the end of the first open enrollment window, all the names of the students who have applied for open enrollment are placed in two categories--siblings of children already attending and children of employees is one category that has preference, and the other category is for all other applicants. The names are then entered into the website Random.org and that website will randomize the students. It also lists them in numbered order. This is witnessed by two district office employees and at the conclusion both sign the new list. In the event there are openings in subsequent windows and a lottery is required, the process gets repeated.
